Agricultores y funcionarios agrarios de todo tipo claman tan alto y con tanta regularidad por la \u00abreducci\u00f3n de la burocracia\u00bb que el consumidor medio de medios hace tiempo que ha interiorizado a la UE como el malo de la burocracia. Pero la clave es que el propio sector agrario cre\u00f3 este monstruo y desde entonces lo engorda.  <\/p><p><strong>La burocracia ama sus rutinas y frena el cambio, ya inaplazable<\/strong><br>Como todas las burocracias, la burocracia agraria, que ha crecido durante d\u00e9cadas, obtiene su legitimidad de gestionar administrativamente complejas intervenciones de mercado, como subvenciones o reg\u00edmenes de cuotas. Por ello, en principio no tiene ning\u00fan inter\u00e9s en procesos m\u00e1s \u00e1giles e instrumentos sencillos. Por eso, la burocracia agraria defiende sus \u00e1mbitos de competencia, como el asesoramiento sobre pesticidas, en lugar de promover sistemas de cultivo que garanticen la biodiversidad y sean menos vulnerables a plagas y da\u00f1os.
