La bureaucratie agricole dans l\u2019UE<\/strong> et dans les \u00c9tats membres est un monstre auto-cr\u00e9\u00e9. Les agriculteurs et les responsables agricoles de toutes sortes r\u00e9clament si fort et si r\u00e9guli\u00e8rement une \u00ab r\u00e9duction de la bureaucratie \u00bb que le consommateur moyen de m\u00e9dias a depuis longtemps int\u00e9gr\u00e9 l\u2019UE comme le m\u00e9chant bureaucrate. Or, le point essentiel est que le secteur agricole lui-m\u00eame a cr\u00e9\u00e9 ce monstre et l\u2019engraisse depuis. <\/p>

La bureaucratie aime ses routines \u2013 et emp\u00eache le changement tant attendu<\/strong>
Comme toutes les bureaucraties, la bureaucratie agricole, qui s\u2019est d\u00e9velopp\u00e9e au fil des d\u00e9cennies, tire sa l\u00e9gitimit\u00e9 de sa capacit\u00e9 \u00e0 ma\u00eetriser administrativement des interventions de march\u00e9 complexes, telles que les subventions ou les r\u00e9gimes de quotas. C\u2019est pourquoi elle n\u2019a, par principe, aucun int\u00e9r\u00eat \u00e0 des processus plus l\u00e9gers et \u00e0 des instruments simples. C\u2019est pourquoi la bureaucratie agricole d\u00e9fend ses domaines de comp\u00e9tence, comme le conseil en pesticides, au lieu de promouvoir des syst\u00e8mes de culture qui pr\u00e9servent la biodiversit\u00e9 et sont moins vuln\u00e9rables aux ravageurs et aux al\u00e9as. Cette bureaucratie agricole ne peut approuver des changements que tant qu\u2019ils n\u00e9cessitent de nouvelles ressources administratives. <\/p>
